My understanding is that both the rate and pack factor refer to the number of statements. So, if you had a pack factor of 40 and you wanted to
have 400 updates per minute, you would specify a rate of 400, not 10.
This excerpt from the Tpump manual would seem to support this:
If the statement_ rate is less that the statement packing factor, TPump sends requests smaller than the packing factor.
