Sounds like you hit the problem I had 6 months ago.
All attempts to install or uninstall an Installshield 9 package failed. (Not just Teradata packages - ALL packages.)
InstallShield 7 and WISE packages worked OK.
Eventually (after getting no help from Instalshield) I used 'system restore' to revert my system to an earlier state. That solved the problem
... but I had to then re-install everything I had installed in the previous 2 months.
