I want to thank everyone for your input.

I will be trying your suggestions and let you know if I come up with a qualifiable resolution. Maybe my expectations are too high. If it takes the same 20 minutes to make 22,000 updates in a 300 mil row table as it does in a 9 mill row table it will be more practical then insert- drop-rename. My goal is to make updates on the big table without risking long rollbacks.
