If you're using V2r5 or greater, could not you associate your new users with a 'Profile' that has a VL expiration date ( expire=32k) ? This would suffice until the max expiration was reached.

Or perhaps create 2 profiles. I'm thinking Profile 1 could be defined with an expiration (say expire=1), which should cause new users to change their PW immediately. Once the person changed his/her pw (query Dbc.dbase to make this determination) he/she could be moved to Profile 2 (which would be defined not to expire---expire=0)
