Teradata Manager 6.1 now uses a Windows service to perform the data collection. (and also the Alerting functionality.)

You can use the Windows 'Services' applet to Start/Stop the service. In 6.1 (but not in 7.0) you can also start the service simply by executing an application (PMON in Client mode, or the Teradata Manager application itself) that requires it. The application will cause the service to be started if it is not already running.
