Thanks David for your thoughts on this topic. They coincide with what I guessed would be the case. I believed this because on a database reset or other major event, the utilities have probably experienced an abrupt stop. Teradata does not automatically restart them and the fact that they will be a restart does not depend on the 15 count as much as the recognition of the utility within its own log table. Plus most of the time after a database start, there is no significance that something was or was not running accept regarding transaction recovery.

Thanks for sharing your thoughts on this topic. I am looking forward to additional thoughts on this topic or a definitive response for a developer.
