I believe, Mparc is still in developing stage. It use NAMEDPIPE. It supposed to load data faster than existing tools. But if you don't need that fast utility, you may use some other Teradata tools like Mload, FastLoad which you don't need to buy.

I guess, you need to buy NPARC sperately.
