Agreed. I for one read such a description as though hex digits are just there in "plain visible text" (let's say ASCII, for example, but
I don't want to confuse anybody further with this terminology), so to speak. Either on file level or in a (VAR)CHAR field in the database.
If that's indeed the case here, it would probably make sense to investigate whether that was the intention of the data supplier or the file
just went through some unwanted character conversion. Geoffrey already mentioned FTP...
