You're right. I don't know what I was thinking. If the select is a union, the insert should be able to bypass dupe checking. Somewhere along the line, I think they put that enhancement in, but I'm not sure at what version.

But dupe checking overhead IS highly data dependant. With lots of NUPI dupes, it's expensive. Otherwise, it's not.
