NO! Blocksize is still very relevant. Very large blocksizes are not good, in general, for tables that are being updated. Best Practice is that you use intelligence in setting the freespacepercent and blocksize (can be done at the create table level) for all tables based on their utilization. What cylinder read gives you is a 'best of both worlds' scenario where you can use smaller block sizes to enhance row update and PK select characteristics, and still get great performance on full file scans.
