I've been using the DBD::ODBC interface to Teradata for developing add-on tools and utilities for quite some time with much success. Early on I
looked at the commercial alternative, but as yet have had no need to investigate further.
I've used Perl with the ODBC interface, the Tk module, and other assorted modules to develop apps for LOGON maintenance, audit log retrieval
and maintenance, and even a quick look at currect weather and stock market conditions!
