Thank you for the response. Can you confirm that the row counts will be summed up over the many eligible steps? It makes sense to sum the
times, but not the row counts.

Specify the maximum number of rows, greater than zero, generated by ANY STEP OF A QUERY. The maximum number of rows can be either the final row
count estimate or the maximum row count estimate during any step in the query.
