As others have mentioned, spool numbers are assigned during the optimizer phase of the parser. There is nothing particularly significant about the numbering. They start at 1 and go up sequentially.

The spool numbers you see in an explain are LOGICAL spool numbers. When plastic steps are transformed into concrete steps, "real" spool numbers are assigned to replace the logical spool numbers. The real spool numbers are always > 0xC0000000. You'll never see these numbers unless you get the explain of a running request from PMON.
