It does not make any sense to do what you are coding. Why make it select the data into SPOOL to just write it out using the first column as a NUPI?

try the following:

     create table database_name.test_table
       as another_db.another_table  with data;

Unless you are getting rid of some of the data rows or some of the columns, there is no need to select the rows.
