No, the maximum number of digits in Teradata is 18 and the OP asked for DECIMAL(38,18).
A possible solution in V2R5.1 would be some UDFs on a Byte(16) column returning strings.
On the other hand, in most cases 18 digits is enough and dec(38) have only been chosen because it's the maximum number...
