Joe,
we had the same issue and had an incident opened with the GSC earlier this year. After research, the GSC noted that the identity feature was
working as designed, from their e-mail to us:

seeing is that although completely sequential numbering is desired in the identity column, but Teradata has seperate starting points depending on
the vproc (PE) that you connect to for your query..... Owing to Teradata's parallel architecture, the numbering scheme we are adopting will not
generate numbers according to the arrival order of the data rows." | |
