Yes. The flag still exists in V2R5.1. Also, it is unlikely that the flag will be eliminated in V2R6, but I'm told that it will be eliminated.
Likely we will wait two major releases.
BTW, The rowid function was disabled for DML only. It remains legal for creation of join indexes.

There's still Internal Field 58: ROWIDEnabled in V2R5.1, maybe it will be
removed in future versions.
But i can't believe it, RETRIEVE instead of SELECT is still working ;-)
