Can anyone verify for me how the MaxLogonAttempts parameter in DBC.SecurityDefaults works?

Does it only check concurrent failures and then lock the user out, which is what I am assuming, or is it cumulative? I've tried finding this in the "manuals", but as usual I keep falling asleep reading!
