The problem you are facing here is not because of PPI , its my guess

Do check where you are placing , the search condition predicates for INNER/OUTER Tables

If you are doing a LEFT OUTER JOIN, and placed the search condition of INNER table on WHERE clause, optimizer will treat this as INNER JOIN
