'Clone User' is simply a shorthand way to create a new user without having to fill in all the fields on the screen manually.

It populates all fields with the corresponding values from the 'cloned' user.

It does not copy access rights. You will get the default access rights that you would have got if you simply used 'Create User'. From an access rights point of view it is unaware that you used clone rather than create.

(You may get the same rights, ut that would depend on how your rights are set up, and whether you are using roles (V2R5). Pure luck in other words.)
