What rights are required to create a Stored Procedure with CALL DBC.SysExecSQL statement by user A in Database B ?

My understanding is User A can only create an SP with a Dynamica SQL Call in User A and not in any other Users or Databases.... And if this is correct, why is this restriction and what is the workaround?
