Under what circumstances are you seeing the user 'All'?
Neither my V2R4 nor my V2R5 systems have a user by the name of 'all'? Perhaps it is a user created by your DBA?
Under some circumstances 'All' is used to simplify some accounting functions. For example in dbc.allspace the tablename 'all' is used to
sum the total space occupied by all tables in a particular database on a particular vproc.
