Spoolspace is not cumulative like Permspace is.
A user can not have more spool that its owner (or parent), but it is not 'reserved' for them. When looking for spool space, the system
will use every available block that does not have perm space on it. It's not a good practice, but you could give a user more spool than
space available on the system.
A good rule of thumb is to use maxspool as a ceiling for the user - make their spool large enough to run the queries they need to, but
not much bigger - that way it keeps the run away query from consuming the system. It's also a capacity planning issue - if I have x users
active, each using y spool, do I have xy space available for spool.
