ROHIT suggested: "the spool space of SYSDBA = sum of the spool space of all the users under the database SYSDBA." This is an incorrect assumption. Spool space and Perm are not the same thing. The only does not have a pool of spool space that is shared amongst its children. The only connection is that you cannot allocate more spool space to a child than the parent has at the time of allocation. Therefore, you can temporarily allocate additional spool space to the parent in order to increase a child's spool and then reduce the parent's spool back to the original amount without affecting the child.
