What is the difference between a Hash Ordered NUSI and an HASH Index that is HASH Ordered?

What is the difference between the following Create Index statements.

CREATE index indx_partyid (party_id) ORDER BY HASH (party_id)
ON CUST.PARTY

CREATE HASH INDEX indx_partyid (party_id, acct_id, acct_src)
ON CUST.PARTY BY (party_id) ORDER BY HASH(party_ID)
