Sankar, No you can't do it. The reason is primarily to do with Space limits and possibly access rights. You're correct in that the dictionary could be changed to make the 'owner' of the table a different database, but: -- what if the table being renamed has currentperm=50GB and the proposed new database only has a maxperm of 10GB? -- also, what if a user has select privilege at the database level on the existing owner, but they don't have the same privilege on the proposed new database? They suddenly wouldn't be able to access this table. At the end of the day, could this be implemented within Teradata, almost certainly. But it's not there today, if you want it raise a change request through the PAC and realise that given all of the changes that would have to be made it's 'very possible' (IMHO) that this would get implemented.
