I regularly use the "copy table" form (the first flavor of CREATE TABLE that you have indicated), along with the form CREATE TABLE
AS WITH DATA (or WITH NO DATA). I have never experienced any problems with any
of these CREATE TABLE statements. I have never heard any comments from NCR about negative aspects of any of these approaches. I use all of
these methods on a weekly, and often, a daily basis.
