I've always wondered: when you say that the AMP state is IDLE, are you talking about a particular AMP or an aggregation of all AMPs in the system? I've assumed that the AMP in question was the Buddy AMP.

I ask because in a system which is hot-AMPing, most AMPs will probably finish early and be IDLE while the AMP getting hit with all the work is still busy.
