The key thing here is that the AMP state is IDLE. You can not get to the SQL when the AMP state is IDLE. This presumably means that the
AMPs have finished (or not started) processing ans will not have the SQL/Explain available.
I dont know why an Insert/Select would remain in a state of IDLE/DISPATCHING for a long period unless it is blocked... But then I am not
an expert on the DBS internals.
