We have the same results as Paul. Teradata Administrator 6.0.0 is not showing the full comment string in the Database Information Comment String box, we only get the first character of the database comment to display in the box. Stats:

DBS Version V2R.04.01.03.13
ODBC Driver 3.02.00.00
Character Set: Latin

winddi.def file was searched on CommentStr. No substring function on any of the entries.

ideas anybody?
