Use Visual Explain -> Tools -> Control Center -> Manage QCD to upgrade to a new version or to create a new QCD.
Or use BTEQ and the SystemFE.CreateQCF table, which contains the necessary DDL. You'll find details in SQL manual Vol. 2 Chapter 4, Query
