Posting a clarification for the first line part ".TSO is supposed to allow for use of ALLOC statement", if it caused any
misinterpretation that it is not doing as expected.
The reformed statement goes:
".TSO" is supposed to allow for use of the ALLOC statement, but as it turns out BTEQ and other client utilities only allow use
of ".TSO" for interactive mode.
Execution under OS/390-batch, including execution of the TSO terminal monitor program (TMP), is not considered interactive.
So, I believe there is no way by which we can create DD without using JCL scripts.
In case of VM, it is possible in interactive mode using .CMS command.
