".TSO" is supposed to allow for use of the ALLOC statement, but as it turns out BTEQ and other client utilities only allow use of ".TSO"
for interactive mode.
Execution under OS/390-batch, including execution of the TSO terminal monitor program (TMP), is not considered interactive. So, I
believe there is no by which way we can create DD without using JCL scripts.
In case of VM, it is possible in interactive mode also using .CMS command.
