Craig, The release locks command that you are running will only release the locks that are being held by the asfp user. A clean way to get the locks resolved is determine the userid(s) that are holding the locks and let these user id's release the locks. If that doesn't help you can the "override" option (override will also release locks that are being held by users other than the current user), but this should be used with caution. We are currently evaluating if it is possible forcing arc to optionally skip over locked database objects. As mentioned this is currently being evaluated and has NOT been committed yet.
