I did not say that. I said "I have read that you should collect stats on the PI of only small tables."

That was in "Teradata SQL unleash the power" it says as one of the bullet points to collect stats on the primary index of small tables. There are other guidelines of when to collect stats But none of the rest say to collect on the PI of any other size tables.
