The basic difference is that ctl (and xctl) are for PDE control parameters while dbscontrol is for the Teradata Database parameters. PDE
parameters would include things like what version of Teradata PDE or DBS you want to switch to on the next restart, Also, whether you want
the DBS to come up all the way on the next restart and what types of dumps to capture if the system crashes. You can also make decisions
ahead of time with ctl about whether you want to run with a node down in a clique or shutdown the clique or shutdown the whole DBS. The DBS
control is for setting internal DBS parameters that directly relate to the Teradata Database once it is up and running, it includes general,
filesystem and performance fields.
