If they are lingering due to rollback, then even a dbs restart won't make them go away. They will continue to rollback after the
restart. If they are "truly" ghost sessions that are doing no work (ie no rollback), then PMON aborts sessions, or the abortsession command
from the system console will work just fine, as I have done this successfully many times!
If the session is not observable via PMON, but still holds residual locks (blocking users) such as utility locks from Arcmain or MLOAD,
you must issue the appropriate release lock command for that utility.
