check table has a new 'level'

check all tables at level pendingop;

It will check field 4 of table header and warn if the table is in these states:

Pending fastload
Pending restore
Pending reconfig
Pending rebuild
Pending replicate copy
Pending multiload

It is in checktable as of 4.1.
