I don't know, which TPC records Sybase is referring to, but at www.tpc.org the highest tpmC-value for a Sybase ASE 12.5 is 140239. It's not on the Top Ten List, neither "By Perfomence" nor "By Price". And there's no TPC-H/R benchmark for IQ (and there never was a TPC-D by Sybase).

But ASE is strong in the banking area (and it's a really good OLTP RDBMS)
