Thanks everyone. I realized what I had forgotten to add the WHERE NUPI_CONST_F = 'F' to my view, since we run against views. I attribute it to having turned 40.

As far as the tongue-lashing about putting all the data on 1-amp. We are an OLTP shop that only allows 1 or 2 amp operations during the online hours. Basically several process write to the table, and then every 15 minutes all the data is selected, sent somewhere else, and then all the data is deleted. The application requirements could not provide us with another good primary index. We have implemented this 1 amp primary index strategy on several tables. We call them process tables because they keep track of work completed and what still needs to be sent out to other systems. It has worked very well for us.
