It sounds as though the DBCAREA has not been initialised.

There is a field in the DBCAREA - DBCAREA-TWO-PHASE-COMMIT - which can be set to 'N' or 'Y'.

A call to DBCHINI before LOGON will initialise the DBCAREA.
