You cannot have a where clause in an insert/values statement. Try this:

replace macro r_kfm043
(
 rfac_terma     (char(11)),
 rfac_termz     (char(11))
)
as
(
insert into facsect2v1
 (
  fac_terma,
  fac_termz
 )
select      :rfac_terma
,           :rfac_termz
where rfac_terma like ('%kzz') or rfac_termz like ('%kzz'));
);
