I have encountered the same problem while exporting data from MS-Access.

1. To overcome the problem of each delimited item being surrounded by double quotes is

While exporting / saving the data in CSV format, select the text qualifier as {none} . The default is " (double quote).

2. To load selective rows into the table

Use " Apply Mload_Statement WHERE Q3 NE 'SH';
