Collect statistics on older systems took a table level lock for the duration of the collect operation. On DBC this is BAD because of all
the processes that will block while the table is locked. Example: many tables are accessed during login, a locked table means no logins.
If you're going to collect statistics on DBC, pick your time carefully.
Newer systems have a different locking mechanism that takes the lock only at the end of the statistics collection. I'd defer any DBC
collect statistics operations until I was on the appropriate level. NCR folks: was it 4.0 or 4.1 where this change came in?
