Is the trigger enabled? To test, try ALTER TRIGGER FACSECTDELTRG ENABLED and delete from the FACSECTT table. See if the corresponding row in FACSECT2T is present.

FYI, to create it enabled or disabled add the clause to the create trigger statement:

REPLACE TRIGGER FACSECTDELTRG [ENABLED/DISABLED] AFTER....
