Yes, it can be done. You can use option 'SET RECORD VARTEXT' in fastload utility to load a delimited text file into Teradata.

For example I used - SET RECORD VARTEXT "," NOSTOP; to load a comma delimited file. You can check Teradata FastLoad Reference manual for more detail on it.
