TD 13 on Windows

I have a BOBJ user who uses Designer. He has an issue in using Designer.

Below is what he is experiencing.

In QAS designer, I double-click an object, go into its properties, then click on display:

In Qualification

     Chose 'Dimension' out of 3 options.

     Dimension
     Measure
     Detail

Check marked on 'Associate a List of Value' and 'Automatic refresh before use'

I get this error message first:

In Designer box

     Connection or SQL sentence error: (DA0005)
     Exception: DBD, [Teradata][ODBC Teradata Driver] Not enough information to log onState: 28000

Followed by this error message:

In TeradaPRD box

     "A connection required to refresh this document is unavailable. (DA0004).

My question is "Is this Teradata dabase issue or ODBC issue or other issue such as Designer or connection"?

What causes this error and what could be a solution?
