You will not automatically get VARCHAR compression with TD13.10. There is a DBSControl flag that must be set to enable VARCHAR compression and block level compression. It is general 65, NO13dot0BackDown must be set to TRUE. This does not require a restart, but as the name implies, you can not back down to TD13.0 once that flag is set, so don't set it if there is any chance of a backdown, and it is unlikely CS will set it as part of your upgrade.
