Why would/should companies wait to make a purchase of new, "better" IT architecture?

To be brief, most companies don't have the funds available to make immediate, radical changes to their IT architecture. Companies are cautious about how their IT money is spent, particularly when it belongs to someone else (i.e. the stockholders).
