There is not a system or user option.

It is possible to monitor queries like this by reviewing DBQL where the number of result rows is logged.

A feature to do this is on the consider list but not planned for a specific release or date at this time. In discussing this, we have observed that this feature is at best a stopgap. If users are restricted to 10,000 rows for instance, then a determined user will run multiple queries to retrieve 9,999 rows at a time. This might already be happening to try to stay under the radar. The way to capture this behavior is again to go to the DBQL logs and look not only at single queries returning large results but also look for continuing patterns of large to medium extractions where the users should not be doing so.
